Is it because so many of them are simply low-IQ retards who can’t think critically and see the entire world as an eternal battle between good (us) and evil (them)? Or is it because many of them have the same violent tendencies as their criminal countrymen and simply want a reason, often under the guise of vigilante “justice”, to maim, torture, and kill others without remorse?

How do you prevent crimes before they happen though? They do anyway if you're found planning shit but you can't do much more. And that's also what the welfare state does, so people don't have to either chose crime or to die in a ditch.
The idea of laws is to make it in somebodies best interest to work within the bounds of society.
