The Founding Fathers had a boner for Rome and Greece because they were quite literally creating a government out of nothing as an intentional plan, something that had never really been done on that scale before in Western Civilization. A number of them dug pretty deep into Greco-Roman history and political science because of it. Jefferson was the one who did this the most (it's worth noting that Jefferson also hated Plato).
And then some time later Britain started digging around in Italy and found that a bunch of cool stuff having to do with Greece and Rome still existed and the Pope and friends were just letting it rot, so they stole it away in the interest of actually learning about Greece and Rome. The British at the time had this weird trend amongst their upper crust where they would literally LARP (as in, live action roleplay, not the weird meme about authenticity) as foreign cultures. This attention to Greco-Roman society lead to a great interest in Greco-Roman architecture, which was adopted by the United States around this time as the Federal Government started doing a lot of infrastructure investment and bureaucratic enlargement. Neoclassical styles were chosen because MUH ROME but also because they really stood out from the rest of the country's architecture. In essence, it meant that you could instantly identify Federal Government buildings by their distinctive architecture. This is copied in a lot of State buildings as well, or at least it was before people started falling for the brutalism meme.
