Because their government is too afraid to sacrifice some civilians for the greater good of exterminating the cartels.
If the mexican government asked the US for help with military conflict to wipe out the cartels the US would be happy being so fucking triggerhappy.
But their government is too corrupt and bought by the cartels so that will never happen.
Truth be told, if Mexico just started up government run deathcamps for cartels and went after them that would solve the issue

Cartels are not the main issue in Mexico in fact they could get wiped in 2-3 years the issue is corruption and no real interest from the population

You can't kill all drug lords. You kill one and another one take its place.
Mexico needs quality jobs in the private sector, low unemployment and a better education for the people.
If there's low poverty then there's low drugs.

The fastest way for a 3-rd world country to develop is to elect a dictator who's smart enough to not let corruption get in the way of economic growth. Brazil's economy is going to take off with Bolsonaro as president.
