According to the last years of Japan relations and experience with foreigners, its definetely got a pretty much negative connotation, prove me wrong.

Western PC idiots want every language to have words that have the exact same connotations as the nearest English equivalents. They also love to police language, so if Japanese has two words for foreigner, they'll act like the more common one is rude and try to shame people for saying it. It's called "euphemism creep", and they want to apply it to as many things as possible in order to more fully control language in an Orwellian fashion.
