Maybe 50 years ago. I grew up in a Louisiana creole community and barely anyone still speaks French. A lot of people know fragments, but they're essentially just monolingual anglophones with funny names at this point.

Because after Russia turned into the Soviet Union France didn't trust them, but they still wanted Eastern allies to be able to threaten Germany with.
This was Czechoslovakia, Romania, Greece and Yugoslavia. The Baltics joined in the lead-up to WW2 to try and protect themselves from the Soviets. Poland, the Ukraine and those countries in the Caucasus joined during the fall of the Soviets to try and get protection from them as well.
