In our experience, Italians and many people in the EU are much more racist.

They are isolated because of their geography. Every country has racists. But don't define a country by them. Japanese culture is insular because they don't have a history of a lot of foreigners living and and interacting with them on a daily basis in recent times. This goes for all of East Asia, but less so for China because it's en route to become the biggest and most important country in Asia (if it isn't already).

Their isolation in geographical terms only exacerbates the issue of their culture being "unwelcoming" to foreigners. They just don't know how to interact with one. Their english skills are probably the worst out of China, SK and Japan. Their culture puts a lot of emphasis on communication which is why foreigners are "banned" from certain places but that's because you don't know japanese and they don't know english. In a country with a lot of rules and customs, not knowing Japanese is a death sentence and hence you will be shut off. Which is why you need a jap friend with you and just like that, you will be allowed in 99% of places, even the sex industry establishments.

I imagine the olympics would make it easier on them. Regardless, they're gonna have to deal with it sooner or later because of their stagnating economy and work force.
