Sure, he wasn't a democrat, but most of the others on that list weren't, either. And Napoleon tried it. He noticed his peers were corrupted, so he bought them with money. Afterwards, he spent much of his time on horseback and sleeping in sheds while eating hard bread, the life of a soldier. Hardly a corrupted tyrant if you ask me.
