Quebecois accent is the accent of france back when they leave france to immigrate.
Africans accent is ridiculous, but its not the only difference, they make tons of syntaxic and grammar mistakes also they have their own slang word and way of talking so yes its pretty different

Except French is a prescriptivist language, not descriptivist. We have rules about phonetics and we agree that this is proper French. That is the French national novel under the Republic,which aim to unite the people of France under one language.
I'm not talking about people speaking outside of France. Québecois have their own French, Congolese have their own French.
But we are talking about Paper French which claim they're as French as anyone else, and if they are really, they should be able to speak French correctly, as it's the basis for French unity since the late 18th century.
