it's Otto 1st(962~) who founded the country which later got called HRE, the kingdom during the reign of Karl is usually just called Francia/Carolingian Empire. also i meant to say "Sacrum Romanum Imperium" was initially not their official name till the middle of the 13c.

yeah but Karl was the first to be crowned Roman Emperor since the fall of the WRE again, so arguably it was him who founded the HRE
