In other words, High Culture is simply culture that you need to be educated in to appreciate, it has historically been associated with upper class people as they were the ones with the highest levels of education, but as education has become more accessible so has high culture.

Really? What do you mean by that? In Canada I would consider events like TIFF, the TSO, various Art Galleries, and events to be high culture, but I would hardly consider them exclusive.

I've been to TIFF and various art galleries. Some people there seemed to be LARPing, but to me, a real high culture event is mostly upper class people and I would not even know where these things are even held or how to get into one.

High culture is a personal choice and to actually like this music and art its kinda weird in young people, I think there may be countries that promotes cultural values but an entire country of high culture sounds imposible, maybe just Austria. In any case one can have culture in many ways, reading, museums, gallerys, movies, music. The building its just a building.

Events like that are typically galas or invitation-only events. Think private tours of galleries, black tie events at the Royal York or Chateau Laurier, charity events for building openings at universities and what not. They're all at places where anyone can go, but they events themselves are private.

You have to be a prominent figure in your field or have a lot of money. If you're an interesting young artist who's attracting attention then you can be expected to get invited to an art event, if you're a researcher of note then you can be expected to be invited to a university event, if you're someone with a lot of money or connections then you can be expected be invited to a gala.
Basically you just need to be someone that other people care about. You don't necessarily have to have money, but people who have money have to care about you.
