It's about finding a job after getting your degree. If you're too old, my intuition tells me it might be more difficult to get an entry-level position.

I was 24 when started my first uni degree. I've worked at a company using my diploma and sponsored by them. :D

You misunderstood. I said I completed just one year of a bachelor's degree (which is three years), and am starting another three year degree.
During my previous year I started well but fell off and failed 3/4 courses so my hope for next year is not so great.

Why did it take me so long? I switched my degree after 2 semesters, also spent 2 semesters abroad and did an internship for another full semester

It’s only a problem if your degree is in CS and you want to work at a decent tech firm. They are known for being very ageist in hiring, they think the younger you are the better since you’ll be more in touch with technology or something.

Yes it's very common because the army here is almost 2.8 years and then they go the "after army trip" for a few months

I know a guy who finished his CS degree at 25 with a 2.9 GPA and he makes 95k/year USD as a code monkey now. My worry is that I won't even get into uni because my CEGEP grades are shit.

There are numerous problems with that.
1) I don't know where I would live. It would probably be expensive
2) I don't know the quality of the education there. If the standards for getting in are so low, I'd imagine not very high. I would sooner go to some no-name american college because at least it's in english.
3) From what I've heard Brazil is a violent hellhole so my chances of being murdered or mugged would presumably go up significantly.

it really depends on the university, some of them stay between the 200th best universities of the world (USP is 120th iirc). if you don't live nearby they'll afford the costs of your stay. if you have better options then sure, go for them. violence is a problem but if you don't do anything stupid you won't die that easily. language would be a big barrier though.
