when i first started on the job, i found out certain contractors, city building code inspectors and city officials would get together and pay each other off.
this way the company or the contractor overseeing the repairs/replacements could get away with a terrible job using terrible materials and pocket some of the money that he saved. the inspectors look at the brand "new" house for 5 minutes and approve it. he gets his cut of the money there. then the officials get their cut for turning a blind eye to the whole thing. this was going on for years with this group until someone they fucked over snitched on them. this was all in a little town in florida, imagine in a big city. i know contractors that find people with a ton of insurance money that need to fix their houses, the contractors get all of the money to fix it but they do all of the work themselves, and often incorrectly. then they show them a fake and very expensive bill so he's able to keep the money he saved.
if you yuros ever wonder why things are the way they are over here, the answer is literally ALWAYS because someone else is profiting.
