France was an enemy of Germany and Spain had just fought a civil war, they were hit pretty hard by it. Spain's dictator, Franco, did offer Germany to join the war, but Spain was weak and he demanded payments and resources from Germany which Hitler was not willing to spend, so Spain remained neutral.

France was mortal enemies with them and Spain just got out of a civil war and had no intentions of joining another one.

It is clear that the jews had planned to spread communism to the west. The amount of soldiers captured during operation Barbarossa which by the way was the greatest military victory in all of recorded history which is something you wont hear about on (((discovery))) is clear proof that they had the intention to spread this disease.
