The criticism came towards Saudis from their allies, who have very well established standards for human rights and the "punishment" came in form of worsening relations. The relations between China and the USA have already been burdened. You can show your disapproval towards your friends by distancing yourself from them, but such a thing obviously wouldn't effect your rivals or enemies, who are already at a great distance from you.

Both are bad. The reason why everyone is focused on Saudi Arabia is because they are propped by Western democratic powers, especially the US but UK & France are not blameless.
China can do this without fear of repercussion because they are not dependent on the West for economic or defense reasons. America, no matter how hard it could try, would never be able to make China democratic.
Saudi Arabia on the other hand is an American creation. America's support allowed the House of Saud to take over peninsula. We supply them most of their arms which allow them to maintain their power. If we used our hard and soft power, the US could help change KSA for the better. However, China is out of our control. They are also a permanent member of UNSC, which lends them pretty equal footing in int'l disputes.
So if we continue to sell weapons and provide cover to KSA, we are enabling their abuses. This is why Trump is being criticized.
