Not really, there were Albanian schools in Yugoslavia, Albanian newspapers etc., Yugoslavia was built on the principles of internationalism and tolerance. Kosovo had autonomy after all.

And still, even if it wasn't an independent Albanian state, still Albanians in Yugoslavia lived economically and socially better than Albanians in Albania.
