it's the opposite. The closer you are to the central value (mean), the less is the diference caused by 1 point.
The further you get from the mean, the greater impact that point has (and also the great the error of the measurement)

IQ is one of many ways of illustrating difference between peoples. Having a higher IQ shouldn't be used as the sole justification for superiority, however. Many other factors come into play.
