There are 2 reasons for overloading food with spices
1. To hide the taste of rotten meat
2. The more spicy your food is, you fuller you get from eating it. That makes people who lack food from feeling hungry.
Western society hasn't had these issues, so there was less reason for spicy food.

actually really annoying ordering spicy food at "ethnic" restaurants. you either can't convince them to give you anything remotely spicy, or the chef sneers at your order of "spicy noodles" or whatever and says "fuck that guy thinking he can take our spicy food" and you get this bowl of extra-dimensionally spicy ramen.
I was speaking on behalf of Europe. France and Italy aren't the only cunts who make good food in Europe, they're just in my opinion the two best.

I think it depends on what you grew up with. I ate a fair amount of milder spicy food (satay, mi goreng etc.) so I'm somewhat spice tolerant, but if I ate something with ghost peppers or one of the newer 1 million+ Scoville chillis I'd die with boiling blood fountaining from every orifice.

Literally because poorer quality food needs modification. Before refrigeration it was very difficult to keep meat from spoiling, and spices were used both to enhance flavour and mask the taste of spoiled meat.
In more temperate areas it was easier to keep food fresh, and so it didn't require much modification. This, plus the fact it was more difficult to acquire spice, meant that most people simply didn't bother, or made do with milder tasting herbs that they could harvest themselves like mint, thyme, rosemary etc.
I wouldn't say i wash it, just put under water for a couple secs, just to feel sure.
