Again, he isn't blocking anything. He's simply telling Canada that if they want to do business with the US in an FTA, they can't sign an FTA with China. If Canada wants Chinese trade, they're free to leave the new trade pact.

There was no morality. There were 50 or so years of us being afraid of what would happen if the Soviets consolidated a hegemony over Europe followed by 30 years of us just kind of coasting after the Cold War ended.
