He should have tried to help them, like the other guy did. If your first reaction is to start recording in that situation, you are fucked in the head. If you knew him personally, how much could respect him after that? If the purpose is to gather valuable information for the rest of the world, then it is a different thing. But not in the case when your purpose is to laugh at other's misfortune, or to just record everything and everybody in case you catch something epic.

people have different rates of walking, in a long stair at a busy junction you need to keep the people moving even if it is slow so that no on can perpetually block traffic, infra structurally it makes sense
