I understand that I'm biased but because of how big the country is, the geography is very diverse and that leads to a range of options depending on what kind of place you like. Kerala is actually one of the better places, yes. So are the northeastern states. Would also nominate the Himachal area, Ladakh, etc. There's something for everyone here DESU. Depends on what kind of vacation you want.
In terms of scenery and natural beauty I guess Kerala could possibly come on top. In terms of livability I'd probably go with either Kerala or Punjab. However if you are a historyfag then no state in India can match with Rajasthan. Goa is only really good if you wanna get drunk and party like anglos and ruskis. It isn't even that rich, it's per capita is inflated cause of panjim and lots of foreign tourists. Most of the state is pretty much a backwater.
