I don't really know, but Bucharest is indeed developed, but extremely crowded. The traffic is very dense and clogged, there is a lot of littering, in the outskirts there are many squatters from all over the country (usually gypsies), pollution and noise levels are unhealthy. Admittedly, they built some top notch architecture. This is the Serbian block, one of the tallest buildings.

By "commies" he certainly means "commie elites", people who privatized state-owned factories in the 1990s and became rich. They were never ideologically communist, they were just opportunists. There's a huge inferiority complex because we don't compare ourselves to our neighbours, out of which only Hungary is rich because, for some reason, Budapest is a tourist destination (Hungary is a country which isn't worthy of tourism, honestly, even Moldavia is more worthy of it since we have beautiful mountains here, let alone Transylvania) and they have developed highways and railways, although the secondary roads are very bad, and they have a lot of gypsy related crime as well. In terms of Eastern Europe we're only seriously outclassed in terms of quality of living by Estonia, Czechia and Slovenia, while other countries like Poland or Slovakia have a small edge over us.

Explore this area for example. What I appreciate in Polish (and north-eastern European) commieblocks is that they keep them neat, they don't let their facades become too abraded or get weathered into different shades of grey, otherwise it looks like poor Romanian neighbourhoods in some places.

Here there's no such division, we have both educated and not educated people flocking to all these countries as they offer good opportunities for all classes, be it simple handymen or highly qualified engineers. Except for Italy and Spain, Poles usually don't go there at all, at least since 2004.
