Despite the fact that today's "unified Russia" is formally a federation, it is in fact unitary and the vast majority of cashflows from every single region (Chechnya may be an exception) go straight to Moscow, which is indeed a developed city in its current state.
Also the people from smaller regions go to big cites like Moscow and St.Petersburg because the standards of living here are way higher that in their hometowns and migration is quite easy, you don't have to get any kind of residential permit or anything to move between Russian regions.
Those are resources and the manpower you talking about.
