Well yes, that is true. In America anyway, if the alternative is the Rush Limbaugh show.
Because commercial radio is almost totally dead here, and NPR leans heavily on the CBC and BBC for content. Since only rich people listen to it now it only has one point of view.
PBS is better since more local affiliates still exist so there's more local content.
