The only way it would be remotely plausible is if it linked Canada, Greenland, and Iceland. A bridge clear across the Atlantic is dumb.
Now that I think about it, more intermediate islands like the Faroes and Shetlands could also be used.
This is a better idea but maintaining functional roads in inner Greenland is still kinda not worth it.

Absolutely not. The North Atlantic is on average several kilometers deep (that's also several miles deep). And even if you could, there would be no demand for it. Aviation is quicker, ship transport can handle greater cargo volume. Don't know what it is with Americans and thinking driving for several thousand miles is a good idea. Even road trips are a fucking meme, and they don't go across an ocean for several days.
Then build one to cross from Alaska to Siberia and then drive through Rusia until you get to Europe.
