The hollow church in the middle is a war memorial. Basically Plymouth was bombed to rubble in WW2, but that church stayed standing in the middle of the destruction right in the center of the city. They rebuilt the city around it after the war. The some ten years ago they built this massive mall and used those disgusting slatted tiles as a backdrop. Utterly ruined it.

Things that may appear obvious in hindsight are not always so real life, the Aztecs had bronze axes which they used as tools yet they prefered their glass swords in battle as that was already a highly evolved weapon, if you've already got working solutions to a problem it may be harder to explore alternatives.
