My idea that because they are individualist they also have concepts of individual responsibility
So a German sees a problem and says "how can I fix this" or "this is my problem personally"
Meanwhile someone else from east or west Asia says "how can we fix this" or "this is someone else's problem" so there's never pressure for any one person to ever do anything this you end up with garbage and broken things everywhere
