You can drive out of state with your driver's license, but the registration of your vehicle and driver's license is authorized by the state. So every state has their own individual license plate and driver's license. US states are basically semi-sovereign countries
A driver's license has all the info a police officer needs to pull your name up on their computer and see your background.

Everybody over 18 has a driver's license, it's an essential thing here. In high school, more kids are driving at 16 than kids who are taking the bus.
The DL doubles as both. If you don't have one you can just get a state ID.
And you need a form of ID when buying alcohol, so if you don't have one you probably won't get it. Unless you look really old they won't bother asking.
