and stuff that requires congress to act bilaterally generally goes from the house to the senate, so the senate is the more important vote
democrats taking the house was expected because the house by design is a lot more volatile. it's also entirely expected that they'll insist that the house is incredibly important for the next two years. there's really no question though that senate is the more coveted of the two
