A) They don't trust the institutions
B) They are lazy, irresponsible freeloader cunts
C) The government has never done any real effort to make them pay so it has to put micro taxes in everything you buy here and only bullies middle class people to pay them and rich ones to contribute what they want.

People don't pay taxes because close to 60% of all jobs in Mexico are informal. Like food street stands. And getting rid of SAT, the thing that makes sure people don't scam the government, won't change that, it will make it worse.
