Barely anyone lives there. It's their version of Nunavut or Alaska.
There are some bedouins, a few Christian monasteries, and some Egyptians living out there for military reasons.
Israel captured that entire area in the 60s and they were almost going to keep it but they gave it back. Israel's always been selfless in the pursuit of peace.

What's more disturbing is that the deal was made only few years ago, I would have understood it better if it was made in 1970's when the world was still backwards in international politics.
