Health care efficiency means nothing, especially if you take geopolitical and economic factors into account.
In Spain and Italy the healthcare is borderline atrocious but the life expectancy is higher due to lower stress, a more active lifestyle and healthier food. That still means that the individual service is atrocious and says nothing about health care money being used efficiently.
The only thing this study says is "health care costs are low but life expectancy isn't on the same level as in Somalia or Lesotho so it's very efficient.

Spain and Italy are where you can just lay back on the beach and hardly worry about anything. Warm weather and sun are always good for your mental wellbeing.

Good lifestyle, good investment in healthcare, excetp the northern atlantic part good weather.

It is not necessarily that good because they have a good policy bu because they have a good geographical position.

But in any case they have a well-funded universal healthcare.

Tell me about how South Koreans or Israelis have lower stress, more active lifestyle and healthier food than Austrians.

Lol no, that research studies the cost of the services, its results and its coverage. Neither Italy's or Spain's health care system are borderline. As a mather of fact Spain had to implement some years ago a special regulation addressed to reduce health-toursim from EU countries because otnwas too high.

And Venezuela, a country where hospitals are crumbling and medication is scare, at 39, above Denmark and Germany.

All this list measures is cost of healthcare vs life expectancy.
Healthcare is a very hard thing to measure which is why every organisation that tries to comes up with wildly different lists.
