Well user, I can't really tell you personally, because I always went each summer to Burgas with relatives.
But we are probably the cheapest place to go on a vacation in the EU.
But Russians have always been one of the biggest tourists in Bulgaria, so its not as
expensive to go there.Make sure you go there at the end of June at least, between mid July and the end of it is the best time to be in these Black sea places.Mainly in terms of weather and pretty girls on the beach,since girls who live there also go to the beach and the schools end in the end of June so pretty women go there to work or relax.
That's about the extend of my knowledge.
Check out some hotel places in Varna or someone renting a room.
Just so you know I have only experience with Burgas never been to Varna.

All of our coastal cities are cheap user. There are a lot of brits students who come here to Burgas. Type in Brits review of Burgas. Try to search for foreign reviews of it.
Yes I would user, if I had money I would go there every summer there is a specific "city" just for tourists to dump their money it.
Sunny beach is the name I think.
Oh, and if you like to go hiking in the mountains the best is to do it after july when you are done with the beach. It will be hot, but not too hot and you will be able to explore the Balkans in Bulgaria.
