These kind of apps are inherently flawed
A speaker X wants to learn Y, he gets paired with a speaker of Y who wants to learn X. If they are beginers, they can't communicate with each other. If they are intermediate, then only one person gets the practice their target language, with the oyher forced into being a tutor despite wanting to learn. If they are advance enough to have a flowing conversation with each side speaking in their target language, then they wouldn't need to use this kind of app, and would just search forums in their target language.
