My opinion:
All these cities look pretty much similar. The commieblock neighborhood in Skopje seems to be the best maintained, also the house district in the Macedonian capital has the highest quality houses. On the other hand, the house district in Sofia has newer sidewalks.
Out of the center parts, Tirana looks the most cozy, but I guess weather plays a big role here. Also the best sidewalks are in the centre of Tirana. Sofia looks the most "urban", though, with tall and quite sophisticated buildings. Overall they're all pretty similar.
