Well, what he's getting at is that if you don't have a forest fire for a long time there will be more fuel (debris--fallen branches and so on). However a big part of forest management today is prescribed burns to clear such fuel as a preventative measure.

Some arid areas have naturally reoccurring fires, reducing the combustible biomass that builds up after time. If you suppress the fires for like 100 years, more of that biomass will be available (like dead wood on the floor), and the next fire more intense

You can't just change an ecosystem by force like that. It would take too many man hours. Rather you have to engineer it. For instance the NJ Pine Barrens are now a Pine-Oak forest due to a lack of forest fires from intensive management (fires are helpful to pines but harmful to oaks).
