yes this is all about pumping it as hard as possible and maximizing interest/liquidity on Binance. This is the new Chink model. Instead of selling 60-70% at ICO just sell 10-20% and spend half that on a Binance listing. Then you can sell another 10% (minimum) on the exchange for 10x ico and you made double the money while only selling half the coins
