criminal scum is a tad harsh, many especially in the US can get thrown in jail for minor offences, like drug posession for example, and poor people are especially vulnerable to these long sentences because public defenders are spread to thin over dozens of cases at a time
I'd say a healthy minority, if not majority, of prison inmates in the US get rehabilitated or are in for minor offences that aren't violent
