because making people feel attacked and defensive allows you to manipulate them into doing things they would otherwise not do. like vote for certain politicians that will fix these perceived problems.
Because desire to live better rises quicker than life improvement.
1) The trend from the 50s to the 90s was definitely one of increasing violence.
2) There has been an increase from 2014-2017, not clear if that will be long term.
3) The invention of the 24 hour news cycle means violent crime gets a lot more news coverage.
When people want to improve things they sometimes need to exaggerate the problem to draw attention to it. Once you understand this general concept you will understand America better. That applies to a lot of different things, not just crime.

I know people like to point at cable news's need to fill 24 hours, but I think the internet has done more for the perception of an unprecedented crime wave.
Back in the early 90's, you only heard about local crimes, and most of those were petty. Even if you lived somewhere with real crime, you saw your local paper's coverage and that was it. Today, between news aggregators and social media, I get daily stories about 1-3 murders daily pushed at me from towns I have never even heard or will ever go. My police radio scanner app lights up nightly with Chicago's violence.
In a situation where people are bombarded with every drop of misery and suffering in a country of 300,000,000 people as compared with when it was only their local rag, it's going to sound like the end times.
653 murders in Chicago is fucking crazy. Norway had 131 murders in the past 5 years.

Most crime levels here aren't out of the expected range for a developed country, but 24-hour news cycles and a tendency of journalists to focus on crime and violence give the impression that we're in some sort of state of siege. Of course, certain political groups take advantage of this to create scapegoats or justify "tough on crime" policies.

The 24 hour news cycle thrives on showing people violence and even encouraging it. Mass shootings used to be a somewhat rare thing, and they're still a rather small percentage of the overall proportion of violence in this country, but the news cycle has subtly encouraged would-be mass shooters by giving them free publicity.

Because the murder rate has been going UP since 2014, and there is no reason for that - the US has an aging population, more surveillance than ever, better trauma medicine than ever, etc. That indicates a wider failure of the police and justice systems. Also, the violent parts of the US are INSANELY violent. St. Louis had a murder rate of 66.1 per 100,000 last year!
To put that in perspective, Londoners are freaking out because their city has 119 murders so far this year. If London had St. Louis's murder rate, it would finish the year with 5,817 murders. Toronto would finish with 1,983. We need death squads or something to clear out the gangs in the shittiest areas.

Giuliani took over NY and ran things brutally to clean up the city. Chicago hasn't really seen a similar change in leadership.
They're all legit. St. Louis had 205 murders in 2017 for a population of only 310,000. There are active civil wars with lower violent death rates than 66.1 per 100,000.
