The movie is made in Britain. And in order to get any government funding/tax breaks (or right to broadcast), Ofcom (the government body that regulates TV, BBC, etc here) requires all productions, at a minimum, reflect the amazing and beautiful diversity of the country (50% non-white by 2050).
