An Italian would probably say no, but the answer is unironically yes. French spelling was artificially made close to Latin, this is why French has so many silent letters, while Italian followed its natural course and spells its words the way they are pronounced.

I guess this is a first declination exercise test, so literally latin 101.
I studied latin in my high school (14-18 years old) since I went to a Liceo (dunno the correspondence of this kind of school out of Italy).

You can understand some word but not always the entire phrase. Historia magistra vita est = La storia è maestra di vita = history is life's teacher

The lexicon is fairly easy for a speaker of a romance language but the grammar is the tricky part. Latin is a highly inflected language with very strange sentence structure. Even if you could deduce the meaning of every word from a text there's a big chance you wouldn't be able to translate it because you wouldn't know what role each word plays in the sentence.

It's interesting to note that even if you took a sentence and scrambled the words around, completely changing their order in said sentence, the sentence would still have the same meaning everytime.
