He is right though. From the point of view of many Germans (and Americans, judging from the post you quoted), Hispanics and various other peoples are obscenely loud and obnoxious. This is one of the reasons why people in our countries tend to be annoyed by people from such cultures. Most people in our country like a more quiet and pieceful way of living, and if somebody comes and makes this impossible by being overtly loud and thus completely disregards how we prefer to live our lives, it is no surprise that we will react in a negative way to such a person.
