Those are thermoelectric generators providing just power to the probes, not propelling them. The Soviets actually housed similar generators all around the union in places that worked like lighthouses, I believe. Then the union fell, the records were buried and some of them are unaccounted for, triggering a mini crisis. I think a lumberjack got inside one of those structures, and took or dissassembled the generator and died of radiation some days later, iirc.
Whatever the US agency for nuclear power is, they also monitored those probes all the way into orbit, because a failure while in flight meant spreading all that radiation inside the atmosphere. That's why nuclear propelled rockets are a no-no near Earth. Something goes wrong, and you seed entire continents with radioactive material.
