I have the same issue pretty often as well but during the summer. It's because they do a lot of construction in this area apparently.

This. Besides it's fucking 30°c all the time in those commie blocks, won't have time to get too cold in just 12 hours

they had over 5 months to fix all the issues with central heating but no, instead they waited all the way to november
in february this year when it was -44c central heating also broke for entire day and it was like 14c in houses
one job, one fucking job to make that shit work and every year they fail

We fixed our central heating during the summer.
Not having hot water sucks, but you can still find a way to take a bath.
Doing that while it's negative 20 isn't happening.
