Just accept this, and stop hiding behind a feel good wall of "karma will get them" to be able to face reality. Karma may never get them, they may have gotten 100 eth and get to spend and enjoy it and never get caught. it's not about believing in karma and acting nice so some supreme being doesn't smack you down. it's about being able to directly observe the effects of karma in that your emotional state is naturally elated when you're genuinely kind to people and vice versa. all karmic effects play out from this.
