There are quite a lot of these groups in all government branches, including the military and police. Preppers aren't unique to Germany though and their 'plans' are highly hypothetical. Day X seems to be what others would refer to as 'doomsday'. Also I doubt that 200 soldiers were REALLY involved in this. The whole Special Forces of Germany are like 1000 men.
