Franks are a people who came from Belgica (incl Germania inferior & Germania superior) while Gaul is just the name of the residents of the Roman diocesis Gallia.

adding to The Gauls was a name for all the ancient celtic tribes between the Rhine, the Atlantic, the Pyrenees and the Alps. They were also called transalpine gauls in contrast to cisalpine Gauls (north Italians).

The Franks were a loose confederation of Germanic tribes of the early middle ages coming from the lower and middle Rhine regions. They conquered most of Gaul during the fall of the Roman Empire during the Migration Period.

After the split of the Empire in 843, East Francia ("Germany") managed to retake most of Middle Francia, including North "Italy", which included the Papal States, thus they restored the HRE to some extent. Western Francia ("France") was definitely out it since 843, and it stayed like this. I'm sure it's much more complicated and lasted a while but it's a synthesis.

It is said that the Salian Franks came from Batavia (the region between the big rivers north of Toxandria) originally but moved to Toxandria when the Chamavi attacked the Roman border. The river Merwede between Holland and Gelderland refers to the first kings of France (Merovingians) as they had their ancestry there. There were other Franks like the Ripuarian Franks but they were irrelevant for the creation of the Frankish Empire.
