You need at least 1250 SKY to make it by end of this year, but just 100 SKY will be enough to make it in 2019/2020. So it really depends how patient you are. Best to start accumulating early so you can build up the Coin Hours anyway.

Skycoin is obviously implemented on mainnet, you can buy it on exchanges. Fiber is implemented, there are many projects building on it already. coin hours are implemented. you see people on here posting their coin hour amounts all the time. CX is implemented, just not integrated in the blockchain. Kittycash is implemented, though it will be expanded upon greatly. Skyminers are implemented, people are using them to post on biz at this very moment. Obelisk is basically implemented, but not active on mainnet because it needs testing, other components, and exchanges to adapt to change. Skywire is in its first stage of implementetion with the testnet and people are using the vpn as we speak.

Obelisk is expected to be operational in late 2018 / early 2019. Skywire is a software defined networking system that makes use of incentivized hardware. It will beat ISPs because ISPs are not incentivized to innovate.
testnet payouts do not make use of the Skywire payment protocol because there will initially be limited network usage. Instead, testnet participants are to be whitelisted, and paid on a monthly basis. In order to qualify for payment, a participant must be active for 75% of the payment period after having being whitelisted. Official miners get priority for whitelisting. All nodes can participate in using the network, which is currently limited to the VPN functionality.
These Sky Fiber projects are not technically dapps. They will however be able to take advantage of all the decentralized services available in the Skycoin ecosystem.

Not yet - you need to wait for the antennas. Eventually you'll be able to bypass your ISP and route over the meshnet via wireless/radio/satellite/darkfiber. Skywire is one of the longer-term Skycoin projects... it's not going to just suddenly appear overnight. The network needs to be built out gradually.
