He isn't stealing though, he just makes a few hundreds of credit card numbers he bought from the dark web. The people that lose their money can get compensated, he's basically just stealing from the bank.

Because if you get caught that's fraud, grand larceny and some you will most likely be deep into other scams at this point a boatload of other charges

It is a huge inconvenience to the people who's card get scammed. It can take weeks to months for banks to compensate after a scam. Not exactly great when you're out doing grocery shopping and suddenly there's no money to pay your shit with. Happened to me after my card got skimmed at a gas station.
