Utrecht often ranks as best place to live in the Netherlands. Amsterdam levels of income, fewer immigrants, highest education.
But it’s also a very boring city that just copies Amsterdam.

Overall it is not easy to tell which is the best. Probably a smaller one somewhere in the south/north. (the middle is kinda boring, neither mountains, nor ocean)
Maybe something like Rosenheim, Kempten, Konstanz for the south, Lübeck or Flensburg for the north.

I would say Utrecht as well. The Hague is also nice in my opinion.

Maastricht is only nice for domestic tourism like Trier is in Germany.

I live in the north and already spend €730 on a studio apartment. For €400 at best you get to share a room in a student house. And they often don't take English speakers.
Surrounding the Hague you will find even more expensive cities such as Rotterdam, Leiden and Delft. Only exception is Zoetermeer which is a known shithole ghetto.
In short: don't even bother coming here if you don't receive at the very least €2.000 per month and preferably €3.000

Studio probably not, for a shared apartment you might if you're not living in the centre. Regardless, with €800 a month you should be alright

In Groningen Erasmus students without rich parents live very miserable lives since they often get exploited by crooked landlords and they cannot make use of the infrastructure for Dutch students since none of them are interested in living with Erasmus people (as they just come and go).
Almost 1.000 Erasmus students in my city now have to live like this.

If you actually manage to find housing for €400 (possible, but fat chance of getting scammed) you will find living on €400 isn't the greatest of fun. Once again it is theoretically possible, hell you can even survive on €200 per month, but the Netherlands is one of those places where you can very easily spend a lot of money doing normal stuff if you don't think about it.

Technically we already have multiple of these projects all over town and they are more than fine for sustained living. I have been inside one and it was fine.
But the ones I posted before are some emergency solution and are more than likely awful for your physical and mental health.

Half of the city is a navy base, and a shipyard that builds submarines. Awesome place if you like navy ships, as many nato one comes to visit.
