The Western states, who probably do not want to be involved in a nuclear war over who is whiter than who, will probably have no choice but to secede.

Nukes are precissely the reason you can never balkanize, you could take federalism to the extreme of turning the US into something similar to a EU style supranational entity but there will never be such a thing as truly sovereign independent states, it means you will always have to deal with the Us constitution, for better or for worse, and with an interpretation of it that will not allow for segregation.
